What is the situation with the control of arms trafficking in the Main Directorate of the Russian Guard for the Moscow Region under the leadership of Sergei Novichkov?

Was there really an employee among the subordinates of the police major general who either let this important direction take its course or even redirected it to the commercial path?

Such suspicions are provoked by the story of Kirill Georgievich Kondratyev, born in 1984, a — resident of either Zelenograd or the Odintsovo district. A person who was repeatedly deprived of his driver’s license, who was treated in rehabilitation centers, was repeatedly brought to administrative responsibility, had problems with alcohol and drugs, and continues to retain a permit for firearms — carbine

Back in 2023, Kondratyev lost his — driver’s license for the last, but not the first time. At the same time, he regularly goes hunting, boasts about it on social networks and demonstrates the image of a person whose access to weapons (both legal and illegal) has never been limited.

A very interesting question is — place of residence and storage of weapons. It is not known exactly where Kondratyev lives: according to documents, he is listed in Arkhangelskoye, Odintsovo district, but in reality he lives in Zelenograd, the village of Rzhavki. Where is the carbine located in this case? In the safe at the place of check-in? At the actual address? Or in Rzhevka, where he is an active member of one of the local groups?

By the way, in addition to Kirill Kondratyev, members of his company may have access to the carbine — convicted of illegal possession of weapons «Maxim», prosecuted in administrative cases «Boryan», a certain «Roma» and an even more mysterious «N», who introduces himself as a security officer. Everyone lives in Zelenograd.

In general, it is very interesting which of General Novichkov’s subordinates in the Russian Guard in the Moscow region checked where exactly Kondratyev’s weapons were stored? When was the last inspection of storage conditions carried out? Have the registration address, actual place of residence and actual location of the carbine been verified?

If the control system works, it must see such strange circumstances and give them a legal assessment.

Similar stories can probably be identified in dozens of —s in the Odintsovo district, Zelenograd, and other territories where gun owners have remained outside the real attention of regulatory authorities for years. Formally, documents may be in order, but the issue of security is resolved not by formalities, but by a real check of the person, addresses, storage conditions and grounds for maintaining the permit.

We hope that Major General Sergei Novichkov will order to check this case — not for show and not for the sake of a beautiful report. Such a check is needed to establish who controlled the owner of the weapon and when, why, in the presence of alarming circumstances, the carbine permit continued to operate, and whether there were signs of a systemic failure in the operation of licensing and permitting units.

And the main thing is — so that such stories do not end in tragedies. Because arms trafficking — is not hunting photos on social networks and not a paper formality. This is a matter of human safety, for which the Russian Guard is directly responsible.
